also fixed a few other problems when gsl's dir information wasn't accurately passed around

USE_GSL is no longer defined in the binary_c_code_options, rather in the makefile, so that it can be turned off at certain times (e.g. so that the perl script which makes structure printouts can function without it)

reduces the executable size a lot!
