check in tides to make sure the sign of the angular velocity isn't changed added spiral_in_time function so we can estimate the timescale of spiral in because of angular momentum loss (also Peters' expression for gravitational wave radiation loss: we take the minimum of the two). added check to turn on RLOF which would be forced by a spiral in but is not time resolved fixed some numerical issues in the RK2, RK4 solver, and cleaned up how evolution handles this by introducing some static sub-functions

with comenv and supernovae this involved fixing many outstanding (but small) bugs in binary_c, and one nasty one involving blue straggler logging (dt was used where dtm should have been). still need to check for memory leaks though.
