several new options:

zoomfac_multiplier_increase and zoomfac_multiplier_decrease
tune the zoom in/out system.

all rejection tests are now in one function, evolution_rejection_tests()

The count of zooms has been removed (it's no longer required) and
a load of other code cleaned up. There's also a new rejection_macros.h
which contains the definitions of each type of rejection so they
can be logged.

Also added timestep_macros.h to split the zoomfac stuff off
from binary_c_macros.h
